Canadian Judicial Council

Development of a Court Information Management Strategy for the Networked Society for potential application in the superior courts within all Canadian Provinces.   The strategy presents a policy framework that is driven from the top down by fundamental court values such as Independence, Transparency, Integrity, Fairness and Dignity.   The policies developed within this framework relate to issues such as Access to court information, Privacy, Security of Judicial Information.    The policy framework also establishes a foundation to support technology architecture for court case management systems and business applications and on-line service delivery.

Federal Court of Australia

eTrials and Document Management

Development of new document management protocols and court practice notes to support improved document management for electronic discovery and litigation.

eCourt Strategy

Development of an eCourt Strategic Plan for the Federal Court of Australia including conceptual design of integrated portal based services for the legal profession. Ongoing work involves strategic advice relating to all Federal Court on-line initiatives, project management, procurement, system design, preparation of functional specifications and recommendations regarding implementation and marketing. .

eCourtroom

Implement collaborative on-line technology to support judicial case management activities and more effective interaction between the court and legal practitioners to remove the need for court appearances relating to procedural applications.  

eLodgment

Develop strategy and specifications relating to on-line lodgement of court documents. Manage prototype development and facilitate tender and procurement processes. 

Post Implementation Review

Undertake a Post Implementation Review (“PIR”) in relation to the roll out of the Casetrack case management system across the Federal Court of Australia along with recommendations for the future.

Qatar Courts

Provision of strategic advice regarding the use of technology within the courts including options regarding case management systems, electronic trials and courtrooms.

Administrative Appeals Tribunal

Develop an eServices strategy for the Administrative Appeals Tribunal regarding the implementation of a suite of on-line services and the systems required to support them.    A project plan was incorporated into the plan which focussed on services such as eLodgment, eSearching, eForums, document management and technology assisted case management.

Commonwealth Courts Portal

Investigation into the feasibility associated with the establishment of a Commonwealth Courts Portal to service three Australian jurisdictions (the Federal Court, the Family Court and the Federal Magistrates Court) simultaneously with shared technology infrastructure including identity management and other resources.    The aim behind the initiative was to deliver streamlined services to the community and to leverage economies of scale across multiple courts.   This business case project was the pre-cursor to the now highly successful Commonwealth Courts portal.

Queensland Courts

Provision of consulting services and advice to the Better Resolution of Civil Trials committee within the Supreme Court.   This brief included the drafting and research associated with the development of new practice directions and supporting materials regarding electronic evidence management, electronic trials and the discovery process.

Department of Justice and Attorney-General
and the Alberta Courts, Canada

Justice System Review

Consultant to the Department of Justice and Attorney-General and the Courts in Alberta, Canada to review a large scale reform of the justice system. The program of work incorporates legal process reform, court business reform, policy change and technology innovation and involves a budget of between $50-$150 million. Azure’s role was to review the vision, the roadmap, the strategy, governance arrangements, resourcing and reporting structures, technology architecture, program and project management methodologies and to provide recommendations for the future in each of these areas.

Department of Justice Queensland

Future Courts Program

Provide strategic direction and project management for the Future Courts Program across the civil and criminal jurisdictions of the Magistrates, District and Supreme Courts. The three year foundation phase of this program (2007-2010) involves:-

  • organizational re-structure,
  • design and implementation of improved registry practices (using BPM and BPMN)
  • legislative reform
  • improved information management and performance measurement
  • development of business requirements for future case management systems
  • facilitation and management of various pilot projects (e.g. eTrials)

Business case Development

Develop cost benefit analysis and recommendations regarding with the implementation of a single technology framework to support case management across all Queensland Courts.

Supreme Court of Victoria

Case Management Review

Review civil case management procedures, rules and processes and provide recommendations in relation to the possible implementation of a docketing system.

Tasmanian Courts

Development of business requirements specifications and provision of general strategic advice in relation to case management systems in the Tasmanian courts. www.courts.tas.gov.au

Brisbane City Council

Project Management of a team of Oracle software developers comprising between 5 and 15 experienced ICT professionals as the team expanded and contracted throughout the project. The team was engaged to undertake software design development and implementation for the Brisbane City Council in relation to a new human resources system. www.bcc.qld.gov.au

Safe Foods QLD

Project Management and strategic advice for Safe Food Qld in relation to various information system initiatives and Microsoft .NET projects. A major focus was the management of procurement processes including the preparation of tender materials and a GITC contractual framework. Currently preparing an Information and Communication Technology (“ICT”) Strategic Plan. www.safefood.qld.gov.au
